1.- OBJECTIVES
 
The City Council of Castellón de la Plana publicly announces the Sixth Edition of the Hàbitat Artístic Castelló scholarships.
 
The aim of this call is to award 5 scholarships: 4 scholarships Hàbitat Artístic Castelló and 1 scholarship Hàbitat Artístic Castelló - Abroad.
 
Of the 4 scholarships Hàbitat Artístic Castelló, 2 are for artists with Spanish nationality (1 for artists whose residence is in the province of Castellón and 1 for artists whose residence is in the rest of the Spanish provinces); and 2 are for foreign artists whose residence is not in Spain. The objective of these scholarships is to undertake an artistic project open to all subjects and techniques within the parameters of the contemporary art and in all its disciplines: painting, sculpture, etching, drawing, photography, video, installation, videoart, electronic art, as well as multidisciplinary projects.
 
The main objective is to undertake an artistic project, to participate in all scheduled activities, to set up and run activities in parallel to their artistic projects, and to exchange experiences with the other scholarship holders and with the cultural fabric of Castellón and its source of influence.
 
The call for 1 scholarship Hàbitat Artístic Castelló – Abroad is for Spanish artists whose residence is in the city of Castellón de la Plana, to undertake an artistic project on any freely chosen topic in the residence GlogauAir, Artist in Residence Program, Berlin-Germany. Scholarship holders will be able to undertake the project in any artistic discipline: painting, sculpture, etching, drawing, photography, video, installation, videoart, electronic art, as well as multidisciplinary projects.
 
The main objective of this scholarship is to undertake an artistic project together with artists of different nationalities and in virtual contact with the four scholarship holders Hàbitat Artístic Castelló.
 
 
 
2.- CONDITIONS
 
The 5 scholarships will be awarded following a selection process that is open to all those who meet the requirements listed below and who can provide documentary proof of their eligibility before the submission deadline:
 
A) Candidates must have artistic experience and background.
B) Candidates shall not have previously been awarded any Hàbitat Artístic Castelló scholarship by the City Council of Castellón de la Plana.
C) Candidates must be between 23 and 40 years old at the time the application is submitted.
D) Spanish candidates must reside in Spain and foreign candidates must not have their residence in Spain.
Candidates for the scholarship Hàbitat Artístic Castelló – Abroad must be Spanish and have been living in the city of Castellón de la Plana for a minimum and continuous length of 5 years before the application is submitted.
E) Candidates must not incur in the prohibitions to obtaining the scholarship, in accordance with Article 13 of General Law 38/2003, of 17 November, on Subsidies, which shall be demonstrated by means of a declaration of responsibility (included in the application).
 
 
3.- LENGTH
 
The duration of the scholarship Hàbitat Artístic Castelló for the development, set-up, exhibition and dissemination of the creative project will be from Monday November 2, 2015 to Monday May 16, 2016, inclusive. An exhibition of the artists' work will be held during the month of May, when the Nit de l'Art is held in Castellón.
 
The six-month duration of the scholarship Hàbitat Artístic Castelló - Abroad for the development of a creative project will be from November 2015 to April 2016 inclusive. It will take place in the residence GlogauAir, Artist in Residence Program. Glogauer Str. 16 – 10999 Berlin-Germany. Back in Castellón, the scholarship holder will be incorporated into the workspace Hàbitat Artístic Castelló to establish synergies and integrate his/her project in the exhibition that will be inaugurated in May 2016, when the Nit de l'Art is held in Castellón.
 
 
4.- RESOURCES
 
The maximum amount for each scholarship will be:
 
- Foreign artists awarded with a scholarship Hàbitat Artístic Castelló: nine thousand six hundred euros (9.600,00 €). Each beneficiary will be paid (from November to April inclusive) one thousand six hundred euros (1.600,00 €) gross per month, with the corresponding deductions (1).
 
- Spanish artists awarded with a scholarship Hàbitat Artístic Castelló (residing in the province of Castellón or in any of the other Spanish provinces): six thousand nine hundred euros (6.900,00 €). Each beneficiary will be paid (from November to April inclusive) one thousand one hundred and fifty euros (1.150,00 €) gross per month, with the corresponding deductions (1).
 
- Spanish artist residing in the city of Castellón de la Plana awarded with a scholarship Habitat Artístic Castelló - Abroad: nine thousand six hundred euros (9.600,00 €). The beneficiary will be paid (from November to April inclusive) one thousand six hundred euros (1.600,00 €) gross per month, with the corresponding deductions (1). Of the quantity given, the artist will pay five hundred euros (500,00 €) per month at the residence GlogauAir and the rest of the amount will be for his/her support and materials for the artistic project.
 
The total sum of the scholarships Hàbitat Artístic Castelló is thirty-three thousand euros (33.000,00 €) and costs are distributed as follows:
- Eleven thousand euros (11.000,00 €) in the 2015 budget (2015-5-33400-48100) for the months of November and December 2015.
- Twenty-two thousand euros (22.000,00 €) in the 2016 budget for the months from January to April 2016 inclusive.
 
(1) Explanatory note. The percentage applicable to the withholding taxes, in force at the time of publishing -without prejudice to subsequent modifications- will be as follows:
- Spanish artists: 2% of the gross amount.
 
- Foreign artists: 24,75% of the gross amount. If there is a double taxation agreement between Spain and the scholarship holder's country, the percentage will be 0%. Foreign holders must submit a tax residence certificate in their home country, issued by the competent authority in their country (Tax Agency or Ministry of Finance).
 
The total sum of the scholarship Hàbitat Artístic Castelló – Abroad is nine thousand six hundred euros (9.600 €), and costs are distributed as follows:
- Three thousand two hundred euros (3.200 €) in the 2015 budget (2015-5-33400-48100) for the months of November and December 2015.
- Six thousand four hundred euros (6.400 €) in the 2016 budget for the months from January to April 2016 inclusive.

5.- PERIOD
 
The period for the submission of applications will begin on the day after publication of the announcement of the call in the Official Gazette of the province of Castellón (BOP) and will end on June 15, 2015. The announcement will be also published on the website of the City Council of Castellón de la Plana (http://portal.castello.es/PortalCiudadano/).
 
 
6.- PLACES WHERE APPLICATIONS MAY BE SUBMITTED
 
Applications must be submitted at one of the following locations:
 
General Register of the City Council (1, plaza Mayor)
Northern District Council Office (plaza del Primer Molí)
Southern District Council Office (on the corner of c/Ricardo Márquez and c/Joaquín Catalá)
Eastern District Council Office (27, av. Hermanos Bou)
Western District Council Office (plaza España, former Renfe Train Station)
Maritime District Council Office (28, paseo Buenavista, Grao de Castellón)
 
Any of the means of presentation provided for in Law 30/1992, of 26 November, on the Legal Regime of Public Administrations and Common Administrative Procedure may also be used.
 
7.- DOCUMENTATION
 
 
All documents must be submitted in Spanish or English (in case of documents sent in any other language, a copy translated into Spanish or English must also be attached). Applications must be accompanied by the following documents:
 
a) Application Form duly completed and signed, available on the website www.castello.es (1 sheet of paper).
Candidates residing in the city of Castellón, whose residence meet the seniority requirement established in point 7.d) of these basis, must specify their preference for either a scholarship Hàbitat Artístic Castelló or a scholarship Hàbitat Artístic Castelló – Abroad in the box of the application form (1 sheet of paper).
b) Photocopy of Identity card or passport (for Spanish candidates) and passport (for the rest of the candidates) valid until the end of the scholarship (1 sheet of paper).
c) Recent photograph with name and surname on the back. (1 sheet of paper).
d) Registration Certificate or receipt of the census showing the address of scholarship holders. (1 sheet of paper).
Candidates for scholarship Hàbitat Artístic Castelló – Abroad, registration certificate showing their address in the city of Castellón de la Plana during at least 5 years at the time the application is submitted (1 sheet of paper).
e) Short Curriculum Vitae (1 sheet of paper) containing:
- Individual exhibitions, installations or projections (according to artistic disciplines).
- Prizes.
- Academic studies related to Fine Arts, Design and/or Audiovisual Communication, or to the disciplines required in this call (painting, sculpture, etching, drawing, photography, video, installation, graphic work, videoart and electronic art).
- University or non university studies related to Fine Arts, Design and/or Audiovisual Communication, or to the disciplines required in this call (painting, sculpture, etching, drawing, photography, video, installation, graphic work, videoart and electronic art).
f) Documents certifying to the qualifications listed in the curriculum vitae, specifying their duration: individual exhibitions; installations; prizes; academic studies; university or non university studies related to Fine Arts, Design and/or Audiovisual Communication, or to the disciplines required in this call. Original documents, catalogues or leaflets will not be accepted, only colour copies of the original documents can be submitted. (24 sheets of paper).
h) Project synopsis (maximum 100 words) (1 sheet of paper).
i) Full project report, specifying its purpose, action plan (development phases and dates) and personal reasons for carrying it out during the scholarship period. Only one project per person will be accepted. Maximum extension of the project: 10 sheets of paper, ARIAL font, size 11, single-line spacing.
j) Responsibility statement (included in the application) of not incurring in the prohibitions to obtaining the scholarships, in accordance with Article 13 of General Law 38/2003, of 17 November, on Subsidies.
k) Certificates issued by the National Tax Administration Agency and the General Social Security Treasury, showing that tax obligations and Social Security obligations are duly complied with and up to date. This documentation will not need to be provided by candidates who authorise the City Council of Castellón de la Plana to obtain their credentials directly from the Tax and Social Security Administrations (included in the application).
The above material shall be submitted on bound DIN A4 sheets, to a maximum of 40 double-sized pages. Otherwise it will be rejected.
Artists with audiovisual projects can submit a DVD with the documents required.
The City Council of Castellón de la Plana reserves the right to request, on prior notification from the Evaluation Committee, the submission of further documentation, as well as original work, or additional works of art to support the project application.
The material of the proposals submitted, which will get the scholarship, will remain property of the City Council of Castellón. Those candidates who do not get the scholarship will be given a month starting from the publication of the final resolution to collect their material. In case they are not collected, the City Council of Castellón reserves the right to destroy them.
 
Applications which are not accompanied by all the documents required will be excluded.
 
 
8.- SCORING CRITERIA
 
Merits will be duly assessed by the Evaluation Committee on a scale of up to 100 points, distributed as follows:
 
A- PROJECT: Up to 70 points. The Committee will evaluate the projects submitted by the artists.
B- CURRICULUM VITAE: Up to 15 points according to their relevance.
 
Installations and individual exhibitions ___________________ up to 10 points
(1 point for each individual exhibition)
 
The Evaluation Committee will not accept individual exhibitions held in restaurants, hotels, pubs, etc.
 
Prizes ____________________________________ up to 5 points
(Only the first prizes will be taken into account. 1 or 2 points depending on the relevance of the institution. Mentions and recognitions will not be considered as prizes in this call).
 
C- ACADEMIC RECORD: Up to 15 points.
 
a. University degree, up to 10 points. 7 points if candidates have a bachelor's degree or a higher university degree, 8 points if candidates have a bachelor's degree or a higher university degree and are doing a PhD at that moment, and 10 points if candidates have a bachelor's degree or a higher university degree and a PhD, in any of the disciplines required in this call (painting, sculpture, etching, drawing, photography, video, installation, graphic work, videoart, electronic art). 5 points (maximum 10 points) if candidates have a diploma. Foreign candidates whose mother tongue is not Spanish must submit a copy of their degrees translated into Spanish or English.
 
b. University or non university studies related to the disciplines required in this call. Up to 5 points. 1 point for each university or non university degree related to Fine Arts, Design or Audiovisual Communication (specialization courses, master, post-graduated courses, etc.), or to the disciplines required in this call (painting, sculpture, etching, drawing, photography, video, installation, graphic work, videoart, electronic art).
 
 
9.- EVALUATION COMMITTE MEMBERS
 
The members of the Evaluation Committee will be as follows:
 
a) President: the Mayor or Deputy Mayor.
b) Secretary: the Secretary General of the Municipal Administration or an employee of the City Council.
c) Four members-at-large: a member of the Municipal Council of Culture, a renowned artist, a steward or art critic and the director of the Espai d'Art Contemporani de Castelló.
 
The Evaluation Committee cannot be modified, nor it act without the presence of more than half of its members. They are also authorised to resolve problems that may arise during the implementation of the scales, to adopt the necessary measures to guarantee the correct order.
 
Under Article 28 of Law 30/1992, of 26 November, on the Legal Regime of Public Administrations and Common Administrative Procedure, Committee members must not intervene; likewise candidates may challenge them as provided for in the Article 29 of this Law.
 
 
10.- SELECTION PROCESS RESOLUTION
 
Scholarships will be awarded by resolution of the Councillor of Culture. Following the selection process, the Evaluation Committee will prepare a proposal to award the scholarships, and a reserve list of runners-up (according to point) who will be notified in the event that a scholarship is rejected, or a successful candidate abandons the project within the first month of the scholarship.
 
Likewise, scholarships may not be granted if the Evaluation Committee considers that candidates do not fulfil the stipulated requirements.
 
The time-limit for deciding and notifying the decision terminating the procedure is set at 15 August 2015. Candidates who are not notified of the resolution once the deadline has passed are given to understand that their application has not been successful.
 
If a candidate residing in Castellón de la Plana gets the highest score amongst candidates for a scholarship Hàbitat Artístic Castelló – Abroad and amongst candidates residing in the province of Castellón for a scholarship Hàbitat Artístic Castelló, the scholarship will be awarded in accordance with his/her preference in the application form.
 
 
11.- NATURE OF THE SCHOLARSHIP
 
The granting of a scholarship will not imply any working or administrative connections with the City Council of Castellón de la Plana.
 
Travel, accommodation and living expenses, together with the expenses incurred for the materials to undertake the projects will be in charge of the scholarship holders.
 
The City Council will take out an insurance policy with and insurance company for each scholarship holder, to cover any case of accident during the project.
 
12.- SCHOLARSHIP HOLDERS MUST
 
a) Notify their acceptance by email (ruben.roman@castello.es) or fax (964.260.991) to the City Council, within 10 days of their selection.
b) Obtain the appropriate visa at the Spanish Embassy or Consulate.
c) Ensure they have adequate health cover.
d) Agree to comply with the rules established in this call and those established in the resolution, as well as the instructions received from the City Council through the person designated by the Councillor of Culture, by participating in all the activities organised during the project period.
e) Be present at the headquarters of the Culture and Education Department (4, calle Gaibiel, 12003 Castellón de la Plana) on November, 2, 2015. If scholarship holders do not contact the City Council of Castellón de la Plana within the first 10 days of the scholarship period, they will lose the first monthly payment. After 30 days with no news, they will lose their right to the scholarship. If their delay can be justified, the Evaluation Committee will decide whether they receive half or total payment.
The Hàbitat Artístic Castelló – Abroad scholarship holder must be present at the residence GlogauAir, Artist in Residence Program, Glogauer Str.16 – 10999 Berlin-Germany, on November 2, 2015. If the scholarship holder does not contact the City Council of Castellón de la Plana within the first 10 days of the scholarship period, he/she will lose the first monthly payment. After 30 days with no news, he/she will lose their right to the scholarship. If his/her delay can be justified, the Evaluation Committee will decide whether he/she receives half or total payment.
f) Work every working day on their project in the workshop. They must also participate in all the external activities to which they are called outside working hours.
g) Foreign scholarship holders must obtain their identity card (NIE) at the Immigration Office and must be registered with the Tax Register by filling in the form 036/037.
h) Within the first ten days, all the scholarship holders must submit a third-party payment application duly authorised by the bank with details of their bank account in which each monthly payment is to be deposited.
i) Stay until the end of the scholarship period of stay at the Hàbitat Artístic Castelló and carry out their project fully during the valid period with a satisfactory level of commitment.
The Hàbitat Artístic Castelló – Abroad scholarship holder must stay until the end of the scholarship at the residence GlogauAir and carry out his/her project fully during the valid period with a satisfactory level of commitment.
j) At the end of the period, artists will submit a report with a final evaluation, accompanied by the graphic documentation of the work made. The scholarship will therefore be completed and the last monthly payment will be reimbursed.
As well as the final report, the Hàbitat Artístic Castelló – Abroad scholarship holder will send a report by email to the Culture and Education Department the last week of each month. In this report a self-assessment will be carried out, accompanied by the graphic documentation of the work made. A copy of the invoice of the monthly housing payment of his/her stay at GlogauAir will be also attached.
k) At the end of the period, during the month of May there will be an exhibition of all the works produced by the artists during this period. Artists will provide information and documentation on the work required, which will be lent to the Council and shall not be exhibited before the exhibition.
l) At the end of the period, at the Evaluation Committee's proposal, the Councillor of Culture will choose a piece of work by each artist, which will be handed over without charge to the City Council of Castellón de la Plana, and registered in the Municipal Artistic Heritage Register.
If any of the projects carried out by any of the artists is a unique piece of work, this will be handed over without charge to the City Council of Castellón de la Plana, and registered in the Municipal Artistic Heritage Register.
If any of the projects carried out by any of the artists is a fleeting piece of work, both the materials and the rights of exhibition, installation, reproduction and documentation will be handed over in perpetuity to the City Council of Castellón de la Plana.
m) The City Council of Castellón de la Plana may have exclusive rights to show, reproduce in catalogues and publicly communicate the works of art, without profit, once they become part of the Municipal Artistic Heritage.
 
 
13.- SCHOLARSHIP PAYMENT TERMS AND CONDITIONS
 
During the last week of each month, the person designated by the Councillor of Culture will prepare a daily attendance report for each scholarship holder. This document will be valid for the monthly payment to be paid into the account of each scholarship holder in the first ten days of the following month.
 
However, the first two monthly payments (November and December 2015) will be paid in advance (during the exercise 2015) so that scholarship holders can purchase their project materials. This payment will be made with the approval of the Councillor of Culture and within 15 days from the date on which the technical expert in cultural management issues a report about the scholarship holders and their activities.
 
If the case arises, scholarship holders will notify their resignation in writing to the City of Castellón de la Plana, explaining in detail the reason for their resignation and providing a report regarding the content of the scholarship for the period of the project, all of which will be overseen by the person designated by the Council of Culture. If reasons for the resignation are justified, the artists will receive a proportional amount of the scholarship funding for work carried out during the period of the scholarship. If there are no justified grounds, the artists will give back the total amount of the scholarship with default interest.
 
With the resolution of the Councillor of Culture, scholarship holders will lose their right to be totally or partially paid, after evaluation by the Evaluation Committee if:
- they do not carry out their job properly according to the reports issued by the person designated by the Councillor of Culture.
- they do not meet the requirements of the scholarship.
- they break the established conditions.
 
 
14.- APPLICABLE REGULATIONS
 
For everything not expressly provided herein, General Law 38/2003, of 17 November, on Subsidies; Royal Decree 887/2006, of 21 July, which adopts the regulation of General Law 38/2003, of 17 November, on Subsidies; General Regulatory Ordinance to award subsidies of the City Council of Castellón de la Plana, published in the Official Gazette of the province of Castellón (BOP) no. 61, of 19 May 2009; Decree 132/2009, of 4 September, of Valencian Council, regulating the award of scholarships; and Law 30/1992, of 26 November, on the Legal Regime of Public Administrations and Common Administrative Procedure, may be applicable.
 
The courts of the city of Castellón de la Plana shall have jurisdiction in case of complaint or conflict.
